Code Review process

The appointed reviewer, Eva Scheerlinck, Principal of Scheerlinck Consulting, has a strong background in industry code governance. She established the Australian Institute of Superannuation Trustees Governance Code in 2017, created its independent monitoring framework, and supervised its 2022 review that lifted industry standards.

She currently chairs the Code Authority for the Fundraising Institute of Australia.

The review will assess all Code provisions, evaluate the Customer Owned Banking Code Compliance Committee’s operations, and deliver actionable recommendations through a robust stakeholder consultation process.

Consultation approach

The Customer Owned Banking Association has commenced a comprehensive, independent review of the Customer Owned Banking Code of Practice (the Code) to ensure its standards remain robust and contemporary for the 5.4 million Australians the sector serves.

We will complete this review in active consultation with a broad range of stakeholders. This includes Australian customers, consumer advocates, financial regulators, and the wider community. We are dedicated to carefully considering all feedback and recommendations arising from this process to improve the Code for the benefit of millions of Australians and the broader customer-owned banking industry.

To guide stakeholder input, the official Consultation Paper will be made available on this website in February 2026. Following its release, you will have eight weeks to prepare and submit your response. We will advise the due date for submissions when the Consultation Paper is released.

The final report summarising the findings and recommendations of the Customer Owned Banking Code of Practice review will be provided to COBA by 30 June 2026.
